Zeev Refuah was the founder and CEO of Nikuv Computers Ltd.  Zeev served for 6 years as the Manager of the Government Companies Authority, a professional unit of the Ministry of Finance of Israel, which carries out the role of the government as a shareholder in all government companies including privatizations and managing structural changes, monitoring privatization, ongoing activities, and assisting with compliance with the recommendations of the State Comptroller.
 
Zeev successfully led the privatization move and formulated a graded and effective economic plan. The most prominent privatizations process made during his time were Bezeq Ltd., Paz Oil Company, Maman Cargo Ltd., Haifa Group and more. The privatized companies became more efficient and profitable, while the Israeli economy received a boost that propelled it forward. Zeev also served as an advisor for many of the Israeli known “Kibbutz” companies.  In this context, he served, among other things, as the Chairman of the board of companies such as Caesarstone Ltd. and Malam Systems Ltd. Zeev was an academic director and lecturer in courses for directors at the Israeli Center for Management (Hamil) and contributed to the training of many professional directors. Over the years, he has served as a director in companies such as the Israel Electric Corporation, El Al Israel Airlines Ltd, Red Sea Hotels, Bezeq, ISSTA Hotels Ltd. and the company for the development of the city of Tel Aviv.

Presently, Zeev is a director on the board of Spring Ventures Ltd.

He received a graduate degree from Tel-Aviv University in economics and Law.
